Pelangi Teliti (M) Sdn. Bhd. is a contracting company that specializes in civil, mechanical, electrical, and instrumentation work for a variety of processing plants in the food, palm oil, chemical, and manufacturing industries. Offering total solutions to clients, Pelangi undertakes design engineering, procurement, construction and commissioning assignments.

Yap Hin Lan founded Pelangi Teliti in 1991 and currently serves as its managing director.

The Silicon Review reached out to Andrew Woon, Executive Director of Pelangi Teliti (M) Sdn. Bhd., and here’s what he had to say.

Q. Why was Pelangi Teliti founded?

Initially, Pelangi Teliti was created to provide construction and project management services for various building and process plant projects, particularly in the oleochemical industry, and now, we are active in design and build in both CSA (Civil, structural & architectural) and MEP (Mechanical, electrical & plumbing).

Q. What are some examples of how the company’s operating principles have evolved?

Customer-centric focus: Over time we, at Pelangi, shifted our focus towards being more customer-centric. This involves revising operating principles to prioritize customer needs, improving customer support, and enhancing the overall customer experience.

Innovation and agility: Our company’s operating principles are evolving to prioritize innovation and agility. This includes encouraging experimentation, fostering a culture of continuous learning, and being open to rapid changes and adaptations.

Sustainability and social responsibility: With increasing emphasis on environmental and social concerns, our company has updated our operating principles to include sustainability and social responsibility. This involves setting eco-friendly goals, promoting ethical practices, and engaging in community initiatives.

Remote work and flexibility: Recent shifts in work habits have pushed us to rethink our approaches to support remote work and flexible scheduling. This includes embracing remote collaboration technologies and supporting work-life balance.

Q. Could you elaborate on the services provided by Pelangi Teliti?

Project planning and design: We work with clients and architects during the project planning phase. We help in translating the client’s vision into a feasible construction plan, considering budget constraints, timelines, and regulatory requirements.

Budgeting and cost estimation: We provide cost estimates for the entire project based on the scope, materials, labor, and other factors. We help clients establish a realistic budget and ensure that the project stays within the financial parameters.

Subcontractor management: We hire and manage subcontractors specialized in various trades such as plumbing, electrical work, carpentry, and more. We coordinate subcontractors’ schedules and ensure their work meets quality standards.

Permitting and regulatory compliance: We are responsible for obtaining the necessary permits and ensuring that the construction project complies with local building codes, regulations, and zoning requirements.

Scheduling and time management: We create a project schedule that outlines milestones, deadlines, and key activities. We manage the construction timeline, ensuring that work progresses smoothly and on schedule.

Procurement and materials management: We source and order construction materials, ensuring that they are of the required quality and are delivered on time. This includes coordinating deliveries to avoid delays.

Construction oversight: We supervise the construction process, monitoring work quality, safety practices, and adherence to the project plan. We will address any issues that arise during construction.

Quality control: We ensure that work is carried out to the highest quality standards. This involves conducting inspections, addressing any deficiencies, and ensuring that the final product meets the client’s expectations.

Risk management: We identify and mitigate potential risks associated with the project, such as unforeseen delays, cost overruns, or safety concerns.

Communication: We serve as the main point of contact between the client, architects, subcontractors, and other stakeholders. We keep everyone informed about the project’s progress, changes, and any issues that may arise.

Change order management: If there are changes or modifications to the original project scope, we handle the process of documenting and executing these changes while considering both the impact on budget and timeline.

Final inspection and handover: Once construction is complete, we will arrange for final inspections, address any remaining tasks, and ensure that the project is ready for the client’s use. We also manage the handover process.

Overall, we play a vital role in coordinating and overseeing all aspects of construction projects, from the initial concept to the completion, to ensure a successful and smooth execution.

Q. How does Pelangi Teliti ensure the factories and machinery built are compliant with the laws and specifications of their home countries?

Regulatory research and compliance: We conduct extensive studies to learn about the laws, regulations, and standards that regulate the design and operation of factories and machines in various countries. This includes building codes, safety regulations, environmental standards, and industry-specific requirements.

Engaging professional consultants: We hire experienced consultants, such as legal experts, engineers, architects, and environmental specialists, to provide guidance and ensure compliance with relevant regulations and specifications.

Permitting and approvals: We work closely with local government authorities to obtain the necessary permits and approvals for construction and operation. This involves submitting detailed plans, designs, and documentation that demonstrate compliance with legal and regulatory requirements

Q. Over the many years of Pelangi Teliti’s existence, the company must have overcome several significant challenges. Could you share a few with us?

Regulatory changes: Changes in regulations and compliance requirements can pose challenges, especially for companies that operate in heavily regulated industries. Adapting to new regulations while maintaining operations can be complex and financially draining.

Supply chain disruptions: Disruptions in the supply chain due to factors like natural disasters, pandemics, geopolitical events, or economic shifts can impact production and distribution, leading to challenges in meeting our customer demand.

Talent acquisition and retention: Finding and retaining skilled and qualified employees can be a challenge, particularly in industries with specialized skill sets. A competitive job market requires companies to offer attractive compensation and benefits packages.

Economic uncertainty: Economic downturns or fluctuations can affect consumer spending and demand for products and services, creating challenges for maintaining revenue and profitability.
