Tresor Lisungu Oteko wants to help people and he wants to solve their technical problems. All other work is meaningless, in his opinion, if it doesn't make someone's journey easier. Whether it be a farmer in a remote area getting consistent mobile coverage for the first time, or a software-as-a-service startup getting their first listing on a marketplace, it is this real world, human outcome that inspires Tresor to get out of bed and go right to work. It is this obsession, in his words, with the customer that drives him and is one of his core values.
Tresor is a globally accomplished technology leader whose work has delivered transformative technical solutions across telecommunications, cloud computing, artificial intelligence, and enterprise-scale digital marketplaces. His career demonstrates sustained excellence in solving complex infrastructure challenges that improve accessibility, operational efficiency, and business scalability for customers worldwide. He is currently pursuing a PhD in electrical and electronics engineering from the University of Johannesburg in South Africa, with an expected completion date of July 2026. What he has learned along the way is that, in order to help customers, one must own their problems as well.
"Ownership for me means never waiting for permission to fill a gap," says Tresor. "When a mentor leaves, you don't wait for a replacement. When your employer goes bankrupt, you don't wait for the market to recover," he adds. "You keep on building." Such instincts have in his words been definitive for his career, which has included positions held at Huawei Technologies, CommProve Technologies, and leading technology organizations across multiple continents where he has consistently performed in critical roles for organizations with distinguished reputations.
A third aspect that informs Tresor's work is what he calls force multiplication. For those unfamiliar with this term, it's a strategic concept, sometimes used in the military, that describes how a tool or tactic can increase the effectiveness of a force, even without increasing its size. Such a leadership philosophy can be applied in the technology world too.
"Success for me isn't just personal excellence," he says, "it's creating systems, teams, and knowledge that deliver impact long after you've moved on."
Tresor's roots are in Africa. He studied at Tshwane University of Technology in Pretoria, South Africa, from which he received a bachelor's degree in telecommunications and control systems engineering. He then pursued a master's in electronics and electrical engineering at the University of South Africa before beginning his doctoral studies at the University of Johannesburg. His PhD research focuses on secure multimodal biometric authentication systems using deep learning and hyperchaotic encryption, representing original contributions to AI-enhanced cryptography and biometric security. His advanced academic training provides a rigorous theoretical foundation supporting his expertise across telecommunications systems, cloud architecture, machine learning applications, and enterprise technology optimization. His doctoral research contributes original knowledge to the fields of artificial intelligence, cryptography, and biometric authentication, demonstrating capacity for innovation at the highest academic level while simultaneously maintaining full-time leadership responsibilities.
Even during his studies, he began to work in the private sector, becoming a radio optimization engineer and femtocell expert at Huawei Technologies in Johannesburg. A femtocell is a small, low-power cellular base station that can be deployed to homes or small offices, to improve signal strength in areas with poor coverage. It acts as a kind of portable cell tower. Originally, Tresor worked under another femtocell expert at Huawei, but when his mentor returned to China, he was left to manage the technology on his own, becoming overnight Huawei's only femtocell expert there – a critical role for an organization with a distinguished reputation in telecommunications.
Tresor had to take on a managerial role, one where he had to learn on the fly, applying knowledge as he obtained it. His expertise directly supported improved telecommunications coverage for customers in remote and low-signal regions across South Africa, addressing critical infrastructure gaps that affected rural communities and underserved populations. This work had measurable social impact, enabling mobile connectivity for farmers, small businesses, and residents in areas previously lacking reliable cellular service.
"That experience forced me to develop deep technical ownership and self-reliance," he recalls. "I could no longer rely on anyone else for answers. It built the foundation of my confidence as a subject matter expert."
After years at Huawei, Tresor moved on to CommProve Technologies, where he served as the prime technical lead and principal point of contact for enterprise accounts across the EMEA territory, covering Europe, the Middle East, and Africa. He directed comprehensive pre-sales and post-sales delivery of business assurance and regulatory compliance solutions across South Africa, Nigeria, Kenya, Ghana, and the Maldives. His technical leadership and strategic account management contributed to more than $20 million in combined enterprise deals, reflecting both substantial commercial significance and trusted industry expertise. His role required deep understanding of telecommunications regulations, business assurance frameworks, and enterprise-scale technical implementations across diverse regulatory environments.
However, CommProve could not weather a market downturn and the firm went bankrupt, forcing Tresor to change course. He rebounded by co-founding a company in Kenya called Nowy Limited, a specialized technology consultancy created to protect existing CommProve customers' investments and maintain technical continuity for former clients. As co-founder and technical director, he led all technical operations, stakeholder engagement, quality assurance, and service delivery. This venture successfully converted professional trust and technical reputation into a viable commercial enterprise, demonstrating his ability to build sustainable business value from technical expertise. Nowy Limited served as a critical bridge for telecommunications operators who depended on business assurance solutions, preventing service disruptions and protecting millions of dollars in customer infrastructure investments.
Tresor regards the experience as "defining," saying that it taught him entrepreneurial resilience. Once again, when life had knocked him off his feet, Tresor got up, dusted off his trousers, and thrived in a challenging situation.
"I learned how to convert trust and technical reputation into a commercial opportunity from scratch," says Tresor. While at CommProve, Tresor became aware of the benefits of using cloud computing to reduce capital expenditures at companies. Cloud computing fascinated him, as it allowed clients to right-size their infrastructure, pay for what they consumed, and scale dynamically. This led him to explore new directions in enterprise technology and cloud architecture.
Tresor's expertise in cloud computing and enterprise technology has enabled him to drive transformative change at scale. His work has focused on building global technical teams, enabling feature launches that improve operational capabilities across international regions, and pioneering the application of generative artificial intelligence to optimize workflows – an original contribution of major significance.
"The challenge has shifted to scale," he says. In leadership roles spanning telecommunications, cloud computing, and digital marketplaces, he's become known for his ability to grow from individual expert to strategic leader and cross-functional influencer. One of his most significant original contributions has been pioneering the application of generative artificial intelligence to optimize operational workflows, resulting in savings of approximately 10,000 organizational work hours. This innovation substantially increased scalability and productivity without requiring proportional workforce expansion, demonstrating business-critical impact at enterprise scale. His AI-driven automation framework has become a model for operational efficiency, enabling organizations to handle exponentially growing demand while maintaining service quality standards.
His leadership extends beyond technical execution into strategic organizational influence. He partners directly with engineering and product teams to shape roadmap priorities, establish service quality standards, and strengthen infrastructure for global customers and partners. When asked about who inspires him, he names Jeff Bezos. "One quote that I return to is from Jeff," he says. "He said, 'We are stubborn on vision, flexible on details.' That captures how I approach every challenge," says Tresor. "You have to hold firm on the outcome you're trying to create, but also stay adaptable in how you get there.
