Japan approved $3 billion in subsidies to help households pay energy bills (electricity and gas) from July to September amid Middle East war energy shocks. The Silicon Review reports on the 5,000 yen per household relief.

The Japanese government approved $3 billion in spending to help households pay their energy bills (electricity and gas) as utility costs rise due to the Middle East war.

The decision to help cover bills for three months from July comes a day after Prime Minister Sanae Takaichi announced a plan to compile a $19 billion extra budget to help tackle soaring prices of everyday goods.

The government approved the spending of 513.5 billion yen at the Cabinet meeting to support electricity and gas bills between July and September, Masanao Ozaki, deputy chief cabinet secretary, told reporters. The subsidies come from reserves included in this fiscal year's budget.

Households will see a reduction of about 5,000 yen or approximately $31 on their utility bills during the three-month summer period, when demand for air conditioning peaks. The subsidy rate will be 3.5 yen per kilowatt-hour of electricity in July and September and 4.5 yen in August. For gas, support will be 14 yen per cubic meter in July and September and 18 yen in August.

The government will use 1 trillion yen in reserve funds booked in the initial fiscal 2026 budget. The subsidy program will also alleviate electricity bill burdens for small and medium-sized companies.

Like many Asian economies, Japan relies heavily on imported fuel from the Middle East and has moved to counter the impact of the Strait of Hormuz blockade on supplies and prices.

Ozaki said electricity and gas bills are unlikely to rise significantly this month or next, but rising fuel import prices would be a factor after that. Even as the situation in the Middle East remains uncertain, we will do our utmost to ensure there is no disruption to people's daily lives or economic activity, he said.

The government also plans to compile a supplementary budget for fiscal 2026 totaling more than 3 trillion yen, or about $19 billion. The extra budget will establish a new reserve fund specifically for responding to the anticipated drawn-out turmoil in the Middle East.

Japan has implemented subsidies for electricity and gas bills on and off in recent years, primarily during summer and winter when demand for cooling and heating increases. The program was first introduced in January 2023 in response to rising prices caused by the Russian invasion of Ukraine and has since used funds totaling 5.6 trillion yen, including the latest approval.

Japan expects to be able to secure a stable supply of oil until next spring as it increases imports via routes other than the Strait of Hormuz.

The Silicon Review's analysis indicates that Japan's energy subsidy program is a direct response to the Iran war's ripple effects on global fuel markets. With the Strait of Hormuz closure entering its third month, Tokyo is prioritizing household relief over fiscal restraint as summer cooling demand peaks.
