A suspected Chinese agent is detained by the FBI at LAX for allegedly spying on the Taiwanese president's son.

FBI detained a suspected Chinese agent at Los Angeles International Airport after she allegedly spied on the Taiwanese president's son who lives in the United States. Before boarding a flight to Shanghai, China, from LAX on Sunday, Wanying "Heather" Zhang, a realtor from Irvine, California, was handcuffed by federal law enforcement on suspicion of operating as an unregistered agent of a foreign government.

A member of the FBI's counterintelligence team in Los Angeles filed a criminal complaint in federal court accusing Zhang and an accomplice of visiting Seattle, Washington, in September 2025 and capturing photos at the suburban residence of a prominent Taiwanese official's family. According to a law enforcement source, the Chinese spy’s target was Ting-Yu Lai, the son of Taiwanese President Ching-Te Lai. Ting-Yu, working as an engineer in his 30s, studied in US and has a US born son with his wife, Hsiao Chen. Ting-Yu is currently working in the Dutch multinational electronics firm Philips.

A FBI Special Agent Kevin Holt in the criminal report on 3 October 2026 wrote “If the PRC [People's Republic of China] wish to obtain leverage over the President of Taiwan during any potential conflict, the location and pictures of the close relatives of a high-ranking Taiwanese government official, including pictures of their homes and cars, could be useful to the PRC.”

For many years, Taiwan has been the center of intense geopolitical tensions. While the Chinese government retains that it is a part of China, Taiwan claims they're independent. The island is situated in a key position astride major shipping lanes, and is where many of the world's most modern semiconductor chips are created.

According to the complaint, on September 1, 2025, Zhang, 34, and a man identified only as "Individual 1" took a plane from Las Vegas to Seattle, rented a black Nissan Rogue, and drove to the target's residence. The complaint contains images from a neighbor's security camera that reportedly show the two "appearing to film" Ting-Yu, his wife, and their child when they got home that evening.

According to the complaint, a classmate from Zhang's from Beijing's University of International Relations, which Holt said has close ties to the Ministry of State Security, presented her to a Chinese government official in June 2025. Holt's affidavit states Zhang rented a private hotel in Changsha, China, during a June 2025 trip, where she reportedly met the Chinese government official and got her surveillance mission.

No any remark came from Chinese officials though the Taiwan’s official spokesperson Karen Kuo stated “Taiwan condemns in the strongest terms such barbaric acts — which disregard human rights and national sovereignty and aim to suppress, threaten, or even harm individuals advocating for freedom and democracy or their families — as such behavior should not be tolerated in the civilized world.”
