The US military draft registration system is shifting to automatic registration for men aged 18-25 starting December 2026. The Silicon Review breaks down who is affected, penalties for noncompliance, and what this means for immigrants and students.

The US military draft registration system is undergoing its most crucial and significant change in decades. Starting December 2026, men aged 18 to 25 is will be automatically registered with the Selective Service System (SSS), ending the decades-old requirement for self-registration within 30 days of turning 18.

The proposed rule, submitted to the Office of Information and Regulatory Affairs on March 30, stems from a provision in the fiscal year 2026 National Defense Authorization Act signed by President Trump in December 2025 . The change shifts registration responsibility from individual men to the government through integration with federal databases, including motor vehicle records, aiming to streamline the process and reduce administrative costs.

Currently, 46 states and territories already have automatic registration when men apply for driver's licenses or state IDs. The new rule standardizes this nationwide.

Who must register? The law applies to male U.S. citizens and most male immigrants aged 18 to 26, including green card holders, refugees, asylum seekers, and undocumented men. Those on valid nonimmigrant visas are exempt.

Compliance rates have been declining, dropping to 81% in 2024. Failure to register is a felony under the Military Selective Service Act, carrying penalties of up to five years in prison and fines up to $250,000. More practically, non-registration blocks access to federal student financial aid, federal jobs, job training programs, and for immigrants, U.S. citizenship.

Pennsylvania Representative Chrissy Houlahan, who sponsored the measure, said automatic registration "saves taxpayer dollars" and ensures "young men are not unknowingly penalized."
