Rubio Kicks Off India Visit with Trade Deal, Russian Oil on Agenda

US Secretary of State Marco Rubio lands in Mumbai on Tuesday for a three-day visit to India, carrying momentum from Washington's last-minute waiver of punitive tariffs on countries buying Russian oil and a trade deal that both sides describe as nearly complete. Rubio will meet External Affairs Minister S. Jaishankar in Mumbai on Tuesday afternoon, with discussions expected to cover trade, energy security, defence, and critical technologies. He will also travel to Jamnagar in Gujarat to visit Reliance Industries' refinery, the world's largest single-site refining complex.

The Trade Deal

Rubio said in Samarkand, Uzbekistan, before departing for India that the US is "very close" to finalizing a trade deal with New Delhi. Commerce Minister Piyush Goyal said last week that the first tranche of the deal has been finalized and is undergoing legal drafting, with implementation contingent on India securing a competitive advantage over peer countries.

"We're trying to finalize a trade deal with India right now. We're very close to doing that," Rubio told reporters.

The Russian Oil Waiver

The visit comes days after President Donald Trump waived sanctions and tariffs under the Sanctioning Russia and Iran Act, which would have imposed duties of up to 100% on goods from the five largest importers of Russian crude, including India. Rubio defended the waiver, saying India has voluntarily diversified its energy portfolio but still relies on Russian crude because it is difficult to pivot quickly. "Geography is real. For some countries, it's very difficult to acquire energy from alternative sources," he said.

India imports more than 85% of its crude oil requirements and was the largest importer of Russian seaborne crude in 2026, averaging 1.8 million barrels per day.

What's Next?

The waiver is temporary, and Washington retains the authority to reimpose tariffs, leaving the threat lingering as leverage in trade talks. Rubio's visit is seen as a critical test of whether the two countries can convert years of negotiation into a signed agreement.

Here is the question The Silicon Review raises. Rubio arrives with a trade deal nearly done and a tariff threat temporarily paused, but India's Russian oil purchases remain the elephant in the room. When Washington waives penalties it just spent months threatening, is this diplomacy or a tactical retreat dressed up as a partnership?
