Supply Chain Resilience: Singapore, NZ Sign First Legally Binding Pact

Singapore & New Zealand signed the world's first legally binding supply chain resilience pact, guaranteeing essential goods like fuel, food and medicine flow during crises. The Silicon Review reports on the AOTES agreement amid the Iran war.

Singapore & New Zealand signed the Agreement on Trade in Essential Supplies (AOTES) on Monday, a legally binding commitment guaranteeing that essential goods including fuel, food, medicine, chemicals and construction materials will continue flowing between the two countries during crises.

The pact, witnessed by Prime Ministers Lawrence Wong and Christopher Luxon, supply chain resilience is the first of its kind globally. It ensures neither country will impose export restrictions on essential supplies, formalizing practical cooperation forged during the COVID-19 pandemic.

"For the first time, we've made a legally binding agreement with a trusted partner to stop them from blocking essential supplies when we need them most," Luxon said. "Kiwis are seeing the impact of global disruptions every time they fill up their car. This agreement turns trust into action." 

Supply chain security concerns have been heightened by the Iran war, which has choked the Strait of Hormuz a chokepoint for one-fifth of global oil. One-third of New Zealand's fuel is refined in Singapore, and the pact has already been informally operational during the current crisis, ensuring fuel kept flowing and New Zealand food continued reaching Singapore.

Wong noted that after the pandemic and now the Middle East crises, nations can no longer assume markets will function normally. "We must diversify, de-risk, and strengthen resilience. This agreement is our response—a commitment to keep markets open and essential goods flowing, even under pressure." 

The deal will be incorporated into the existing New Zealand-Singapore Free Trade Agreement following domestic approval. Both leaders welcomed other countries to join similar arrangements.
