The response is crippled by multiple challenges. Community reluctance to allow post-mortem swabbing, insufficient capacity in Ebola treatment centers, weak contact tracing, shortages of infection prevention and control materials, and a funding gap of US$21.5 million are all hampering containment efforts .

The situation is made worse by active conflict in the region. Eastern DRC has been plagued for three decades by armed militia groups, making access for health workers dangerous. The WHO warned of a "catastrophic collision of disease and conflict," with attacks on health facilities making case tracking and contact tracing "nearly impossible."

For this Bundibugyo strain, there are no approved vaccines or therapeutics. Unlike the Zaire strain that claimed over 2,000 lives in the 2018-2020 outbreak and had a safe and effective vaccine, Bundibugyo has only caused two previous outbreaks in Uganda in 2007 and DRC in 2012.

Testing capacity has improved significantly, with results now available within 24 hours compared to five-to-eight-day backlogs earlier. Nine Ebola treatment centers with 433 beds are operating at approximately 86 percent occupancy, with nine more centers being set up.
