Services Australia Inks $110M IBM Mainframe Deal, ANZ Signs $450M Tech Agreement as Legacy Systems Hold Firm

Services Australia has signed a $109.4 million IBM mainframe contract running through June 2031, with an option to extend to 2033, while ANZ Bank has inked a $450 million five-year technology deal with IBM. The twin agreements underscore the enduring role of mainframe and enterprise technology in Australia's public and private sectors, even as modernisation efforts continue.

Services Australia has committed another $109.4 million to its ageing IBM mainframe infrastructure, signing a five-year contract that will keep the legacy systems powering Medicare and Centrelink running through to June 30, 2031. The limited tender deal, awarded to IBM Australia, covers a "Mainframe Direct Access Storage Device Upgrade" and includes an option to extend through to 2033.

The agreement comes despite the agency's long-standing efforts to move away from the platform. Services Australia had sought to replace its core mainframe system the Income Security Integrated System back in 2014. While parts of the system were modernized in 2022, the mainframe remains critical to calculating pension entitlements and delivering government payments.

The decision to extend the IBM contract follows a federal audit earlier this year that found a system error had led to overpayments of entitlements by $19.8 million. The mainframe system is currently undergoing a risk assessment on the use of automation.

In the private sector, ANZ Bank has signed its own significant deal with IBM, locking in a $450 million five-year technology agreement. The deal will see ANZ increase its use of IBM software as the bank continues its digital transformation and adoption of modern DevOps practices on IBM Z systems.

"We are now in the fourth year of using AI accelerators on IBM Z for transaction workloads and the third year of leveraging AI for application development on the mainframe," an IBM spokesperson noted, highlighting the platform's ongoing relevance in the AI era.

The twin deals highlight the enduring role of mainframe technology in Australia. IBM Z systems process over 90 per cent of the world's credit card transactions and offer quantum-safe cryptography, while AI workloads on IBM Z have increased 200 per cent year-over-year.

Here is the question these deals raise. Services Australia has signed another $110 million IBM mainframe contract, and ANZ has committed $450 million to IBM technology. When a government agency has been trying to modernise for over a decade and a bank is betting big on IBM software, is the mainframe a relic that refuses to die or the most secure and reliable platform for the workloads that matter most?

As Services Australia and ANZ commit hundreds of millions to IBM technology, The Silicon Review asks a final question. When government agencies and banks keep renewing contracts with the same vendor, is that loyalty or lock-in?

FAQ:

Q: How much is the Services Australia IBM mainframe contract worth?
A: The Services Australia contract is valued at $109.4 million and runs through June 30, 2031, with an option to extend to 2033.

Q: What is the Services Australia IBM mainframe used for?
A: The mainframe powers critical services including Medicare and Centrelink, calculating pension entitlements and processing government payments.

Q: How much is the ANZ Bank IBM technology deal worth?
A: ANZ Bank has signed a $450 million five-year technology agreement with IBM.

Q: Why is Services Australia sticking with mainframes?
A: Despite efforts to modernise since 2014, the mainframe remains critical for core systems. A federal audit found system errors led to $19.8 million in overpayments earlier this year.

Q: Is mainframe technology still relevant in the AI era?
A: IBM states that over 90 per cent of the world's credit card transactions run on IBM Z systems and AI workloads on the platform have increased 200 per cent year-over-year.
